Measure H Bond Timeline

Since voters approved Measure H in 2018, Middletown Unified School District has made steady progress improving school facilities, enhancing safety, and modernizing learning environments across the district. The timeline below highlights key milestones and accomplishments of the Measure H bond program.

    Measure H Approved
    Middletown voters approve the $28 million Measure H bond to improve school facilities, modernize classrooms, enhance safety systems, and replace aging portable classrooms.

    March 2019
    Series A Bonds Issued – $12 Million
    The first series of bonds is issued to begin funding facility improvements across the district.

    November 2021
    Series B Bonds Issued – $16 Million
    The second series of bonds is issued to continue funding voter-approved facility modernization projects.

    Major Facility Improvements Completed
    Several Measure H projects are completed across district campuses, including:

    • Tallman High School Gym refurbishment
    • Sixth grade portable classroom renovations
    • Safety and fire alarm improvements
    • Middle School walkway improvements
    • Paint, dry rot repair, and facility upgrades at multiple campuses

    The district receives proposals for the new Middle School Gymnasium project.

    May 15, 2024
    Board Approval of Gymnasium Project Team
    The Board of Trustees approves the design-build team for the new Middle School gymnasium.

    August 14, 2025
    DSA Approval for New Gymnasium
    The Division of the State Architect approves the plans for the new Middle School gymnasium project.

    September 22, 2025
    Gymnasium Groundbreaking
    The district celebrates the groundbreaking ceremony for the new Middle School Gymnasium.

    Fall 2026 (Estimated)
    Gymnasium Construction Completion
    Construction of the new Middle School gymnasium is expected to be completed.


  • 2027 (Projected)
    Completion of Measure H Projects
    The remaining Measure H projects are expected to be completed as the district continues improving facilities for students and the community.

Measure H Bond Program Progress Update

  • Projects Completed

    Measure H has already funded several important improvements across Middletown Unified School District to modernize facilities and improve safety.

    • Tallman High School Gym refurbishment (roof, HVAC, windows, paint and interior improvements)
    • Sixth grade portable classroom renovations at Middletown Middle School
    • Middletown Middle School walkway replacement
    • Paint and dry rot repairs at Middletown High School and Middle School campuses
    • Paint and dry rot repairs at Coyote Valley Elementary
    • Fire alarm replacement at Coyote Valley Elementary
    • New modular classroom building at Minnie Cannon Elementary
    • Replacement of aging portables at Middletown High School with a new three-classroom modular building

Sixth Grade Portables Renovation Grand Opening!

Building the New 6th Grade Space In 2024, Middletown Unified transitioned 6th grade to the Middle School. To support this shift, the construction and bond team modernized four portables to create a dedicated area for our newest students:

  • Full Renovations: New interior/exterior paint, lighting, carpet, and dry rot repair.

  • New Furnishings: Outfitted with brand-new classroom furniture.

  • Dedicated Location: A specialized area that allows 6th graders to have their own space while being part of the larger campus.

CITIZENS BOND OVERSIGHT COMMITTEE (CBOC)

 

Citizens’ Bond Oversight Committee (CBOC)

The Middletown Unified School District is seeking community members to serve on its independent Citizens’ Bond Oversight Committee (CBOC). The committee reviews and reports on the use of Measure H bond funds, approved by voters to support school facility improvements.

Serving on the committee is a great opportunity to support transparency and stay involved in the improvement of local schools.


What the Committee Does

The Citizens’ Bond Oversight Committee reviews Measure H expenditures and project updates to help ensure funds are used responsibly and only for the school improvements approved by voters. The committee also reviews the District’s annual independent financial and performance audits.

Committe Details:

Time Commitment: Quarterly meetings (3–4 meetings per year)
Role: Review bond expenditures and project reports
Impact: Help ensure transparency and accountability for Measure H funds


Who Can Serve

The committee is made up of Middletown community volunteers and may include:

  • A parent or guardian of a district student
     
  • A senior citizen representative
     
  • A member of a taxpayer organization
     
  • A member of the business community
     
  • A community member at large
     

To maintain independence, district employees, officers, contractors, vendors, and consultants working with the district may not serve on the committee (Education Code Section 15282).

CUPCCAA and Formal Bidding Process

 

Middletown Unified School District is a CUPCCAA district and invites licensed contractors to submit their company information to be included on the District’s Pre-Qualified Bidding Contractors List for construction projects under $200,000, in accordance with the California Uniform Public Construction Cost Accounting Act.

  • Measure H bond funds may only be used for school facilities projects such as constructing, renovating, and modernizing school buildings and improving campus safety and infrastructure. By law, bond funds cannot be used for teacher or administrator salaries or for other school operating expenses.

    All expenditures are subject to annual independent financial and performance audits and are reviewed by the Citizens’ Bond Oversight Committee to help ensure that bond funds are used responsibly and only for the projects approved by voters.

  • Middletown Unified School District welcomes qualified contractors and vendors to participate in Measure H bond-funded projects. The district follows California public contracting requirements under the CUPCCAA (California Uniform Public Construction Cost Accounting Act) for eligible projects.

    To help ensure contractors meet required qualifications, the district uses Quality Bidders to prequalify vendors for applicable projects.

  • District leaders, staff, and community members worked together to review the condition of district facilities and identify the most important improvement needs. The projects included in the Measure H bond program reflect long-term facility priorities focused on improving safety, modernizing classrooms, and supporting quality learning environments for students.

  • he Middletown Unified School District Board of Trustees makes the final decisions regarding Measure H bond projects and expenditures. District leadership, including the Superintendent, Chief Business Official, and Director of Operations, work together to plan, manage, and implement bond-funded projects.

    In addition, the Citizens’ Bond Oversight Committee (CBOC) provides independent community oversight of the bond program. The committee reviews project updates, expenditures, and the district’s annual independent financial and performance audits to help ensure that Measure H bond funds are used responsibly and only for the projects approved by voters.

  • School bonds help districts pay for large facility projects such as building, renovating, and modernizing schools. Because these improvements are long-term investments, bonds allow the cost to be spread over time.

    The State does not provide enough funding to cover local school facility needs. Voter-approved bonds allow districts to repair aging buildings, improve safety, and maintain schools so they remain safe and functional for students and staff. This would not be possible with out you, or community members!  

  • No. Bond funds can only be used for school facilities projects such as constructing, renovating, and modernizing school buildings. By law, these funds cannot be used for teacher salaries, classroom supplies, or other operating expenses.
